We didn't have the cap space to sign Jake Long this year. Of course, the excuse for that will be the salary cap prevents all teams from having two stud tackles.
And that's always going to be the team's excuse.Of course the question is ignored, did we have any desire to sign him?
Depends on your definition of restricted I guess. We haven't had the cap space to fix the OL. There's really no arguing that.

If your argument is "we didn't sign the marquis free agent at position X" every offseason, therefore we're in "cap hell", you have a really weak argument.
We CAN DO whatever we want each year.
We signed Justin Durant and Will Allen this year because they are better than everyone else, not because they were on-the-cheap signings. All of those other available free agents weren't good enough to play for the Dallas Cowboys.
