The reason is, he's incompetent when it comes to clock management. Sometimes there is no other reason, other than incompetence. 99% of people with any football IQ would call a timeout there.Romo has played well since his early season debacles. But I see no other reason for Garrett's draining of the clock and settling for a 49/50 yard kick. He clearly didn't trust the team in that situation to run one more play despite the fact they moved down the field to get in that position in the first place.
For the sake of argument, even if he were lacking confidence in Romo, he STILL should have called timeout and run the ball once to try to get a couple more yards. That wouldn't require him having any faith in Romo other than handling a snap and handing the ball off.
