This is what I see happening. Jerry tells Jason he'd like to see Garrett hire an offensive coordinator slash playcaller. What's Garrett going to do? say no? If he does and he struggles with game management at all next season he will be a goner.

I dont want Jerry telling the headcoach to do anything.

If Garrett says he wants an OC because it'd help him become a better overall HC and help the team win, then they should do it. Otherwise no.
