The system in place has rules that define who is "deserving" and who is not. If you think people who are getting aid through the current system do not deserve it the burden is on you to show a need to change it. The use of "common sense" and "my own eyes" are not sufficient enough to change the laws, we need studies to show a need to make these changes and I haven't seen any.

People on welfare are receiving aid, and have been through the application process to do so. Therefore the default assumption is that they deserve it. If common sense has any empirical evidence to show this is not true (and in what quantity it is not true) then common sense is welcome to present it.
