It's probably not the gentlest of words to offer from a public figure on a newsworthy death, but in truth, it's almost the purest form of evidence for that expression. I'm betting Paul is expressing it from it's source, which is Revelation Ch. 13 and not at all from the standpoint some of the replies are insinuating.

He didn't claim the guy deserved to die or deserve treatment. He questioned the idea of helping someone with PTSD by handing him a gun and bringing him to a gun range.
