The government has a duty to administer a fair election, but they cannot impose on the people's personal rights and freedoms while doing so.
Is requiring a person to properly identify themselves really imposing on their rights and freedoms?

Asking someone to properly identify themselves does not have to include requiring a photo ID.

Because no where in the constitution does it outline a requirement for each citizen to carry a photo ID. the short answer is that voter ID laws are useless. They are meant to address a problem that doesn't exist, but all they do is disenfranchise portions of voters. They create more problems than they solve (none).
