You're making too big a deal out of 1 game, played in horrendous conditions.

Cooper was officially targeted only twice the entire game. He did have two other targets and caught both passes, but both were negated by penalties. It really looked like he was being used more as a decoy as Prescott hardly ever looked his way most of the game. He cant throw it to himself.
