Let's see. Whether it is "legal" or not has absolutely zero to do with the NFL's substance abuse policy. It will STILL be tested for whether it is legal or not. Alcohol is too along with a plethora of "legal" substances.
Whether it's legal has everything to do with it. They wouldn't be doing initial testing for it if it were legal...
They only test for alcohol AFTER you enter into the substance abuse program, i.e. after you've been convicted of an alcohol related offense like DWI or intox manslaughter, or after you get popped for a positive drug screen, etc.
Other "legal" substances that are tested for fall under the umbrella of "performance enhancing" drugs and are separate.
I seriously doubt they'll make a policy that isn't uniform among all 32 teams. If it were legal to have THC in your system in California, Washington, or Colorado, the Niners, Seahawks and Broncos would be getting all the players.
