The last time I was able to find all the numbers (penalties accepted by type) was 3 years ago. It was almost 3 to 1 in terms of our offensive holding calls vs the other team's. Keep in mind that at that time I went back about 5 years, so some of that time our OL was considered "good" and yet we still had a huge number more than our opponents.
I don't think there's any sort of conspiracy. What would be the end goal? Maybe Jon can put on his foil hat and let us in on what the secret would be for the most popular team in the league to be a perennial loser. If Dallas made a Superbowl it would undoubtedly break TV records and people would be wiping their asses with cash in the NFL.

Dallas clearly sticks out like a sore fucking thumb, especially post-Parcells. The penalties have only really gone up since he left.
This last photo is the differential between penalties called on the team versus there opponents. Positive values indicate more penalties called on the team than it's opponents (bad), and negative scores indicate more penalties called the opponents (good).
