Are you fully missing the point on purpose?

No one has a problem with the folks that need it. But, for how long? At some point, an attempt(s) have to be made by the person or couple to get back on their own two feet.

I am speaking in regards to what I have witnessed first hand and seeing the abuse of the programs.
