"builds consistently competitive team" does not equal "builds consistently contending team"

Since the last Super Bowl win (team pretty much built and staffed by Jimmy Johnson) they've arguably had a few GOOD chances to at least make a conference championship game or Super Bowl:

2007, 2009, 2014, 2016, 2022
