Another reason is basically what TE mentioned earlier. None of the Cowboys top 3 RBs have been tested enough to prove themselves unworthy of their roster spot.
This franchise will not feel a need to sign another RB until or unless at least one of the current RBs fumbles a couple of times, threatens Romo's health by blowing an assignment, does something else quite poorly, or suffers a significant injury.
The team is thinking "If it's not broken, why fix it?" without having really checked to see if everything works.
