Paul K makes that team who spend less than most on their scouting efforts so so at their own peril. I really don't see how owners can possibly rationalize shorting their scouting departments. It's more important than any of the other peripheral investments these guys will make around their franchises; more important than their marketing, facilities or even their training staff. If the talent and personalities aren't there, all of those elements are working from a deficit. Kuharksy calls out the Titans for a quietly-famous putting too much stock in a report from a Titans assistant coach's son who gave Pacman Jones a glowing review, rather than doing the due diligence to uncover the truth. In the end, that was a brutal mistake that marred the rest of Jeff Fisher's tenure in Nashville and almost instantly squandered a lot of the good will those early Titans like Wycheck, Bishop, George, Matthews, Mason, Rolle and McNair built when the team arrived.
Jim Wyatt discusses the good vibes surrounding the 8th pick. It's the spot where Thorchak was drafted, and it has produced the most consistently successful players of any spot in the draft over the past 20 years:

Over the past 20 years, players picked eighth have started more games than those from any other draft slot, more than even the first overall selections, he said. Since 1991, eight of the 20 players drafted eighth have been selected to at least one Pro Bowl.


Eight of the past nine eighth overall picks started eight or more games during their rookie seasons, he said.
