Is there some info out there that says they did a blood test and breathalyzer?

They determined he wasn't impaired, so I'm assuming they did either of the one. And if he passed the breathalyzer in that type of accident I'm sure they would have followed it up with a blood test.

Well there's nothing in that article that says he did any of the tests. I wouldn't just assume he took them. I would never take any of those tests willingly, so maybe he didn't. A blood test is usually only taken if the person is hospitalized, unless he's had priors, which I'm not aware if he has. Cops do turn their head on these things every now and then, especially when it's someone well known.

Portland loves him, he is the biggest NFL star from here in quite some time (possibly ever, I really don't know). I would suspect that if he was drinking they covered it up.

Well you, my friends, have not met Sgt. Peter Simpson of the Portland Police Bureau.

"He wasn't drunk and wasn't driving crazy or anything. He wasn't a jerk," said Sgt. Peter Simpson of the Portland Police Bureau. "I think he stomped on the gas when he was going around a taxi and lost the back end, spun around and hit a tree and a light pole and a (drinking) fountain. No injuries to anybody and he didn't hit any other cars."
