Look for NFL to fine Cowboys nose tackle Jay Ratliff

At some point this week I would expect the NFL to send a FedEx package to Jay Ratliff informing him of a fine for a roughing-the-passer penalty on Donovan McNabb in Sunday's loss at Washington.
Ratliff lunged at McNabb's legs as the quarterback was completing a pass to Santana Moss , which became a major no-no last year after Tom Brady was lost for the season in the 2008 opener against Kansas City with a knee injury.
"The guy pushed him from the back and even if he pushes you, you've got to stay up," coach Wade Phillips said.
In a change this year, the NFL will not take the money out of the player's check until after an appeal is heard through the first 13 weeks provided the player appeals the fine within 20 days and is available for a hearing after filing the appeal within 10 days. From Week 14 on, the fine will be collected in full immediately with the old appeal process.
