Dallas Cowboys owner and general manager Jerry Jones said Friday that quarterback Tony Romo's broken collar bone is healing as expected.
IRVING -- Jerry Jones said Friday that quarterback Tony Romo's broken collar bone is healing as expected and that if Romo is healthy, he could play in the final two games of the season.
The Dallas Cowboys' owner said the decision to play Romo or backup Jon Kitna will be based on one thing.
"What it really boils down to is what gives us the best chance to win the games," Jones said. "I'm going to do anything we can to win the game. Everything. Pull no stops out to win the ball game."
Jones did stop short of saying Romo would definitely play if healthy -- particularly since Kitna has a 3-1 record in the past four games.
"What are your thoughts on the best way to win?" Jones said. "Is it the guy who's been winning all the games and really in the flow of things, or a player we think is our starter coming in but a little bit rusty? That is a very legitimate exercise right there, and we'll be going through that."
Jones also said that although he is impressed with what interim coach Jason Garrett has accomplished, he cannot promote Garrett in-season. The NFL requires teams to interview minority candidates when filling a head-coaching position, and Jones will not be able to do that until the season ends.
"I think it's very positive," Jones said of Garrett's performance. "There's no question that success is important.... [But] rather than sound like I'm not promoting Jason, what I'm really trying to say is we're very disappointed as to why we are even having the conversation to begin with. It's called our record. And I don't want anybody to confuse the positive without understanding how much we need to be responsible for what we've done so far this year.
"On the other hand, Jason's doing very well... [but] I can't make the commitment at this time anyway under league rules."
Former Steelers coach Bill Cowher, who has been out of the league for three years, recently said he would listen to offers. Jones said that with the Cowboys' tradition, he expects many candidates to express interest.
Injury update
Linebackers Keith Brooking and Sean Lee and cornerback Orlando Scandrick practiced Friday and will play Sunday.
Safety Gerald Sensabaugh (thigh), who missed practice the previous two days, had limited participation and is questionable.
Running Marion Barber (calf) did not practice and will not play Sunday.
Punt return job open
With Dez Bryant out for the year, the Cowboys will need a new punt returner. Bryant had returned 15 punts for 215 yards.
Bryan McCann and Jesse Holley have returned one punt each, but the only reason McCann did was because he fielded a bouncing ball against Detroit and returned it 97 yards for a touchdown. McCann was the up man on the play.
Jason Garrett said Friday that cornerback Terence Newman, who has returned 38 punts in his seven-year career, but only six in the past four years, has been fielding punts.
McCann, who returns kickoffs, is also a candidate to return punts, but the Cowboys have concerns about McCann after he almost lost a fumble late in the game against the Colts.
Holley and Kevin Ogletree are also candidates.

In regard to a point he had made about Dez Bryant, Jason Garrett clarified that players on injured reserve can attend all meetings and be on the sidelines and observe practice. They are barred from participating in practice.

They announced that country music star Toby Keith has been added to the entertainment lineup for the Dickies Iron Cowboy Invitational PBR event at Cowboys Stadium on Feb. 19.
Parking lots for Sunday night's game against Philadelphia will open at 3 p.m. Stadium Plazas and gates will open at 5 p.m. The kickoff Sunday is scheduled for 7:20 p.m.
