This is something my neighbor mentioned to me a while ago, and he's a reasonably intelligent guy so you'd kinda want to believe him.
Anyway, he said he watched a documentary once about how most ice cream truck drivers are foreigners and that they get lured to America to become "business owners", then get the trucks and have to pay really high leases/fees, and they really live in poverty.
Seems outlandish and all, but again, he's not the kind of guy who bullshits so I don't know. I tried a few google searches but couldn't find anything.
