Raiders signed S Hiram Eugene to a four-year, $10.25 million contract

Raiders signed S Hiram Eugene to a four-year, $10.25 million contract before last week's transaction deadline.
To nobody's surprise, the Raiders are overpaying for another defensive player. Eugene's deal suggests the team is prepared to move him into the starting lineup at free safety with Michael Huff set to cash in on the open market, possibly with the Cowboys. Eugene does have starting experience, but he's major downgrade from the level that Huff played at last season.

And no signings can take place because of this extension, right?

Or can we still sign free agents?
